Homebrew arm11.bin stuck loading and downgrade to 2.1?

hey ive doing a softmod at the moment and when i try to get a9lh working it gives me this screen (picture 1) pictures 2 and 3 are of my sd card im doing this on 11.2 and i keep seeing people saying downgrade to 2.1 does this mean 2.1 3ds system menu if so why do i have to go back 3+ years or software updates and what can i do to fix the error.
