So are you gonna use freeshop then? It will give you your tickets back and you can even download the games with the official eshop afterwards.

Yep, use freeshop to get back the games.

Oh my god, this is a train wreck. @Epitoaster, just follow the 9.2 CTRtransfer steps. It work EXACTLY like the 2.1 ctrtransfer but you use a 9.2 file instead of a 2.1 file. As for your games, you can re-download them from the eShop using your NNID without buying them again. However, re-installing them deletes your saves, so you have two options. Either backups all your saves using JK's Save Manager prior to re-installing them, then restore those saves after they're re-installed. Alternatively, you can install just the tickets all by themselves. That can be done with something like CIAngel or TIKDevil.

Ignore section ii.

That guide was written for 10.x/11.x ==> 9.2 ==> 2.1 --- for the reverse section ii is unnecessary

@AnalogMan saves are encrypted and beyond rescue now.

Finally someone who can help me! thank you so much!

People weren't understanding that getting the games back with my NNID was what I was asking
EDIT: oh I am an idiot and I misread that it said ticket dump not titlekey
I am so sorry for being an idiot.
EDIT:
K so I followed the steps on https://3ds.guide/9.2.0-ctrtransfer
all the way up to section 3
it said
  1. Go to “SysNAND Options”, then “CTRNAND Transfer”, then “Auto CTRNAND Transfer”
  • I did that but then it says
  • Select CTRNAND transfer image
  • No usable file found

did you do section 1?

I said I followed the steps all the way up to this...
  1. Go to “SysNAND Options”, then “CTRNAND Transfer”, then “Auto CTRNAND Transfer”
  2. Select the 9.2.0 ctrtransfer image when prompted by pressing (A)
the file in step 2 above, is the one you transfered to files9 in step 2 of section 1.

  1. Copy GodMode9.bin from the GodMode9 .zip to the /luma/payloads/ folder on your SD card and rename GodMode9.bin in /luma/payloads/ to up_GodMode9.bin
  2. Copy the 9.2.0 ctrtransfer image .bin and .bin.sha from the ctrtransfer .zip to the /files9/ folder on your SD card

thats just pulled from the site how does this help?

This is like the 4th instance I've seen in two days of people "forgetting" to back up before downgrading to 2.1. At this point, @Plailect could put a 72pt red flashing banner saying "BACK UP YOUR SYSNAND BEFORE DOWNGRADING TO 2.1" on the guide and it wouldn't help.
