As I understand it, it is not necessary. You have the same privileges that you would as if you had downgraded. But I did see someone posting a guide on how to downgrade, so you might want to wait on someone else if you really really want to.

Just follow this page. Seeing that you already have a9lh, it's not needed to be in 10.7.

You'll need to format it to FAT32, and I believe you can do that straight from the 3DS with EMUNAND9.

Yeah. For that purpose, use partition wizard, Windows' competitor to Ubuntu's Gparted.
