dev menu is meant to be used on a dev unit (as the dev unit is built alot different than the actual 3ds youll probably have to do alot to get it working)

DevMenu won't work on stock/cfw unless you have a version specifically for it.
Instead I highly recommend you just use FBI, it does all the main things you could want from DevMenu, and more.

It was leaked and installable for retail units. It's perfectly fine to be ran on retail as well.

Dev menu will run just like FBI, just without having to use slowhax or fasthax.

Not as many features, but the extra things FBI has you can't even use with the access we have.

The dev menu CIA is not signed, so you need a CFW or a Hax that disable sign checking to ron it.
No, you don't. A version of it was leaked that's a legit CIA that can be installed with only arm11 kernel.

so then its useless as we have fbi.

afaik there's apparently a signed devmenu floating around (legit cia)
Check the iso site.

essentially could someone use the cia to install 4swords or elsewise for cfw downgrade? i have it so im fine but someone was asking in a thread about it once
No, because it isn't a legit CIA. The only way to get a legit CIA is have it preinstalled on the console. So like the MK8 bundle 3DS can make a legit MK8 CIA. The Pokemon bundles can make legit Pokemon CIAs and so forth. A kiosk console with devmenu and testmenu preinstalled have made our legit dev CIAs.

interesting and by that you mean "skeleton key cias" which can be installed on any console rather than the one its downloaded to?
