I re-uploaded all ips with 100%catch patch. just re-download the one you used

I just can't download a Pokemon Cia right now to extract the original code.bin from it. It would be nice to have the modified code.bin on Pokemon Moon

Well that's your only other option, unless that iso site has a download to it. We can't link that here.

I can add it to .ips too, but since it can't be disabled, you may not be able to use quick pairing feature or local connection for the game if there is an available wifi that 3ds could connect to.
I think that's also the reason why Pokemon has this different wifi connection thing.
