ROM Hack PKHeX Drag Drop Registration Error

I'm attempting to get PkHex working on Windows 10 but I keep getting this error on every version I use. Does anyone know how to fix this?

Don't use the drag and drop method to open your save file. Use the File -> Open method.

The program doesn't open at all, it shows the error on start.

Weird, it works for me and I'm on Windows 10.

Yeah, I have it working on my desktop (Windows 7) but my laptop has an inbuilt SD card reader to I would rather have it work here than there. I tried a previous version and the error came down under .NET. I think 4 has everything from 2 and 3.5 so there shouldn't be a problem there. The error talks about Windows 32 and how the program is not "registered".
