Banwave started 24 hours before Aus release. The last round of bans happened this morning before Aus release. Nothing since then so far.

RAM edit does allow you to get back online without eshop access. Method was posted a few pages back. That method has been known but no one was descriptive on how to actually DO the ram edit.

To install it? I don't see why not. That's literally the equivalent of pre-loading the game. I wouldn't go online with it until 10pm at the earliest if you open it up though.

You can download it safely off of freeshop now, it'll be the same game as the western eshop, but I'm personally waiting until the official US release time to go online
