it's not on the eshop, at least not in the US eshop.

Best choice is to have a CFW and install the CIA if you're in the US, like I did.

It was a My Nintendo Exclusive that you could get it for free as a token of gratitude for joining My Nintendo right from the start and download it until 30 April 2016.
Now the only way to download it is through CFW and freeshop as well as the rest of the My Nintendo Exclusives
