I only have a NAND backup of an unbanned console. Is there any way I can get these files from a NAND dump? (These files are from a 9.2 backup of a 3ds back when menuhax was the shit, bricked in early days of a9lh)

Yeah, if you have a way to decrypt it you can copy the files.

Well how that guy said people can understand than exist a tool for descrypt nand backups and get the needed files without have the system because who asked its a guy how me... his second 3ds its bricked.

Ok i reatored my nand backup, and i decided to try and install localseedb again. How would i unban like a normal ban as you mentioned earlier?

You can't decrypt 3ds stuff without a 3ds unless you have the bootrom, so no; You cannot extract your stuff from a nand backup.
