So I found this thread on reddit by uberSchafi.
He basically proposes a method that could theoretically allow for:
  • Use your 3DS to system transfer without losing your NNID
  • Multiple DSiWarehax downgrades from a single console without waiting 7 days
  • Use a 3DS from any region to transfer to a any other region 3DS (May not work on source N3DS)
The proposed method is (all steps but 5 refer to source A9LH'ed 3DS):
  1. Make a NAND Backup
  2. Modify your "SecureInfo_A" serial (and possibly region) and restore "nnidsave.bin" to it's default state (as in the state of a console without a linked NNID)
  3. Format 3DS and register a new NNID, (since theoretically you are using a different serial, it should not unlink the original NNID)
  4. Enter eShop, buy DSiWare, inject save
  5. System transfer to another 3DS
  6. On source 3DS restore the original NAND backup (this should restore your serial along with your NNID)
  7. Possibly repeat the steps with a new serial without waiting 7 days
I think this should work (at least when not changing region) since it's basically adding the System Transfer and restore to the "Unban NNID" method such as this. It would be great if anyone that has "unbanned his 3DS" could confirm if they could System Transfer.

Changing 3DS region could complicate or limit the process, since if done improperly you lose eShop access on O3DS and there's no access for N3DS whatsoever.

Since you are not using your serial or "nnidsave.bin" when system transferring, theoretically you are transferring from another console, not yours so restoring your original backup should restore your original NNID IF "SecureInfo_A" serial is the only information Nintendo uses to identify your console.

Of course this is all theoretical as we haven't proved anything yet, I would like us to discuss, correct and prove wether it works or not. Unfortunately I don't have two 3DS's to test, I am interested in this method to Downgrade a friend's 3DS who adamantly refuses to hardmod it while still preserving my NNID. Since he refuses the hardmod so much, I am not sure I can convince him to let me attempt this experimental method, but I'll try.

I would appreciate any thoughts on the matter or brave people willing to test. Thanks.

Interested. I have an o3DS that's about to hit the 3 per year system transfer limit and I'd like to keep using it for downgrades.

I believe it is patched on 11.2 Idk to be exact, but afaik, it doesn't work anymore on 11.2
He's talking about how being able to do repeated system transfers might be helpful to those on 11.2, because single-3DS dsiwarehax probably won't work for them (unless of course you're talking about how this method itself won't work for 11.2 people, in which case never mind).

Yeah. That is what I meant. And it would be helpful for those on 11.2 OFW for multiple DSiWare DG transfers. I agree.

Yes, that's what I am talking about. The upcoming single 3DS DSiWare downgrade method will only work up until 11.1 (as far as I can tell). These method could theoretically work for people on 11.2 obviously with 2 3DS's.

As far I know, System Transfer are controled by the console's NAND serial number and not NNID.
The proposed method would make you change both the NAND's Serial number and the nnidsave.bin. It appears the nnidsave.bin, could contain information to identify your console/account and/or prevent you from accessing the eShop and buying the DSiWare Title.
just transfer your hax within emunand on hacked 3ds and you should keep emunand on hacked 3ds while downgrading unhacked 3ds to a hackable firmware
Even if you use EmuNAND on an already A9LH'd 3DS for the system transfer, it still won't allow you to keep your NNID on your original console as is (since it's tied to the serial and your EmuNAND is created with your same serial by default, so it will transfer your NNID to the new console) or allow you to repeat the process without waiting 7 days. Expanding the method to use a newly created EmuNAND would be a future step, but it would still require all steps listed (Except backup/restore the NAND), just on the EmuNAND instead of the SysNAND.

If this would be the case, then region changed consoles can also do a system transfer, however, that's not the case. I'm sorry but I don't think this would work.

Could you link a source that says it's not possible to System Transfer after a region change? I have not been able to find definitive information about it. I have however found at least one guide that suggests it could be possible, admitedly it's quite different and much more advanced, but it may apply here with modifications.

I'm sorry but I can't direct you to any source as it was a simple discussion a few months ago between me and one of the veterans here at gbatemp. I've also tried it myself using a region changed 3ds. Tried everything I could; modifying secureinfo, using secureinfo from another 3ds, injecting a blank nnidsave.bin, etc. I just couldn't get it to work. But maybe I just missed something, will try this again soon to see if I could have a different result.

Interesting. Perhaps region change should be out of the scope then.

So the game is tied to serial number? What if I created an EMUNAND and use the serial of the "target" console, would the system transfer even start with 2 consoles with the same serial number?

By the way, did it show you an error? If so do you remember which one and in which step of the System Transfer?

What game, we never talked about any game? I don't think using the same serial number would be a good idea, Nintendo probably wouldn't let you do it. And even if it did, Nintendo may register in their servers that you transferred from one system to the same system and flag it somehow.

I meant game/app is on NNID is also tied to console serial, right?
