If someone were to theoretically create a CIA homebrew that ends up being 1GB or above, would it be possible to install and use?

1 more question, could homebrew CIA's be as good a regular 3DS games? Like if someone has a source to a 3DS game, could it be recreated into a CIA?

The only thing really limiting homebrew devs is resource, man power, and money.
But of course a homebrew could be as good as any other game if someone wanted to invest the time into it.

Yeah it's possible. The only difference between homebrew and official games is licensing(I know that's not the only difference, but in this context it works).
