Homebrew FBI network install and ftpd over Internet

Is there a way to use Internet in these programs instead of local network? My apartment disables devices connecting to eachother over local network. It's enabled if I go to the front office and use those computers, but people tend to be paranoid about black screens filled with text and emulation sites, and anyone can easily see what I'm doing.

EDIT: It's also a tad inconvenient moving large files to the public computers.

As long as the firewall allows it, I don't see why not.
A much easier alternative would be creating an ad-hoc network on your computer, and having your 3DS connect to that instead of the building Wi-Fi.

A proxy won't do much for you. No matter what route you take, the firewall has to allow your 3DS to receive traffic on the FTP port without initiating the connection.

I believe it does allow incoming connections, just not device to device.

If that really is the case (I doubt it) then just use your public-facing IP instead of the local one.

In order to do what you want, you need to go into the router's settings and forward port 5000 on the router to your 3DS's local IP address. Then once that's done, you can use the router's public IP address in your FTP program and it will forward to your 3DS.

That's impossible, it's apartment wifi.
Oh well, I guess I'll just have to use the office computers.
