No, on 11.0 and 11.1 you need another system with custom firmware or a hardmod in order to downgrade.

Couldn't he just format and use a DNS to block the "browser check" addresses? I know this works, but I don't know if formatting removes the nag screen.

Formatting does in fact delete the browser nag until you trigger it again.

I just managed to get Browserhax working on my 3DS 11.0.0 I'm still surprised it really works, after getting the browser nag.
FYI if you format the system, the browser nag is gone, tried it myself.

But I don't know if it is really worth it.

Oh im so sorry yeah its 2000 im actually dont remember it very well since i didnt used this method for a very long time... try to 2000 instead and my apologies.
