you could if you had the cia or the ticket, but you don't
well im guessing it works like this if the key is invaild in the cia it will not install but what makes the key vaild or not wheres it stored in the cia to know if the keys invaild or not

if the title key is wrong yeah the cia won't install.
'what makes the key valid or not?' - well the key is valid if it is correct, if it is the correct password.
if it's wrong, it's not valid.


but don't forget that even after installing the game, you need the seed key.

but the thing is for some thing to know if the passwords wrong or not it has it in the database if it matches it will work so it must be some thing like that for the key

There's no such thing as database here. You know if the key is valid if you get a valid output. If you decrypt with the wrong key, you still get output, garbage data.

if your want to dump data
you can use D9 CIA Decryptor (deep)
but you need encTitleKeys and seed
 
There's only about 34,000,000,000,000,000,000,000,000,000,000,000,000 possible keys. That's a little less than half the estimated number of atoms in the [observable] universe, so it'd be impractical to brute-force it.
