The best you could do is downgrade it via hardmod or dsiware + system transfer from an already hacked system.

You will need a CFW and if you are on 11, then you can only downgrade through hardmod or DSi downgrade

If you can't get ReiNAND, you can't get Luma3DS, Corbenik, SaltFW, or CakesFW. You need to downgrade, then follow the guide. You've asked this same question 3 times now and I am starting to think you are either doing this intentionally or just trying to get your post count up.
