I want to install oothax for a friend who has a EU console, but my 3DS is US. i have Luma, and i dont think there will be a problem but wanted to make sure- is it possible with sploit installer to install OOThax on a EU game with a US console?

Yes it is, on the oot3dhax installer just select the target system version and region
