Well, apparently Nintendo have there own super good, easy to use Theme Maker!

If you've signed up for the Dev Program the file area is called "3DS Theme Maker 1.4 EN (20150604)"

Seems really powerful too.
 
There's also a banner maker

Nintendo are on top of the requirements for homebrew devs

Too bad we can't leak most of it without legal risks :/
 
Would it technically and legally be possible to just use it to make it themes for personal use and then load them through chmm2?

Or does it export in a format that's not compatible with chmm2?

I guess it makes CIAs off themes? They wouldn't work with CHMM2.
 
what does it do that cannot already be done in our current easy-to-use theme tools such as yata+?
Let me see.

From looking, it seems we can easily convert music easily with the tool
It has a nicer looking interface
Everything is in it's own category with explanations of how to use them
SFX editing

You can infact make scrolling themes.

Under the two areas named "Upper Screen Background" and "Lower Screen Background" there is a place to change the style.

ohno I don't think that's possible

also this thing is basically useless because it requires a special Nintendo formatted-tga file

Even after trying to make a tga it wouldn't accept it so
