I have 2DS on 9.2 sysnand and the latest emunand, with rxtools instead of luma. Luma wasn't letting me open homebrew launcher for some reason, so I came back to rxtools.

Problem:

When I go to "rxmode sysnand," open Homebrew Launcher via cia, and try to open OTPhelper, red screen flickers twice on the bottom screen and it takes me back to homebrew.

FWIW, this also happens when I try to open decrypt9.

I have placed all the folders and files as the guide instructs.

I followed https://gbatemp.net/threads/tutorial-installing-rxtools-custom-firmware-3ds-and-2ds.390867/ to go from a stock 6.x.x to the current versions.

I also had menuhax installed, but uninstalled it because it messed up homebrew from launching.

Any help is appreciated. Thanks.

follow this steps if luma isn't opening.

Will probably fix it

Luma actually worked fine, except it wasn't letting me open Homebrew cia. It opens, however, if I'm on rx-mode sysnand.
so luma isn't working at all!
how can you be sure that you are on luma?
