CIA backer would back up a game installed from the eshop and back it up. Nintendo's ID system doesn't work with many devices. If someone could possibly make this that would be amazing

use CIAangle or funckyCIA to download the cia or any CIA downloader.
I think he means one that would back up an installed game, not redownload it as a cia. I'm not sure this would be possible though unless we know how to turn those crap ton of files in the game folders into single cia file.

That's what I was thinking of but I don't know if such a tool exists
I once saw it if I'm not wrong, but it was not easy as uncart is. If I'm not wrog, you could download them via PC program and your tiket.db, but this exclude that games that are not in the eshop anymore. I don't know, maybe someone knows more than me.

This magical tool is called your computer. What you do is copy the entire Nintendo 3ds folder to a safe location on it just incase you lose your data and can copy it back over.

And what if I get a brik or I have to format? This is not what he's asking. He said he's thinking of something that turn the games into .cia.

I don't understand what the OP is asking TBH. If you own the eShop version, there's no need to back it up. You just re-download if necessary. If you don't own the eShop and are looking for an illegal CIA, those are available already. So I really have no idea why the OP is asking about backing up his eShop games.

Braindump doesn't create CIAs but it dumps the game in a fully decrypted CXI image and ready to run in an emulator and it doesn't need ARM9 access nor kernel exploits, just homebrew access.
However nothing blocks you from creating a CIA from the extracted contents in a computer. The output will not come out signed, however.

Actually, the thing stopping you is that Braindump doesn't properly dump the exheader, which is needed to run the game on a 3DS (signature patches or not).

Therefore, you can only play in emulator, and not in your 3DS. So no, this is not what OP's asking.
