You don't need to be on the latest firmware to play online. They will not block you.
Yes, to play online you need the latest patch for the game not of the 3ds firmware. Which if you can't download from the eshop. You can download a cia of to patch your game.

Also because I am a CFW slut, here's a list of all my CFW's and their status!
Old3DS: Latest A9LH: delebile branch.
Bootloader: ctrbootmanager9
CFW's
Luma3DS (nightly): All features working. Including; GBA/DS(i), CIA games, bootsplash, system setting modications working, ect. No firmware.bin
SaltRegular 1.2b LTS: Everything working. Including; GBA/DS(i), CIA games, bootsplash, ect. No firmware.bin
Mizuki with GBA/DS(i) loader injected and System setting version patch: All features working. Including; GBA/DS(i), CIA games ect.
ReiNAND 4.0: Since it didn't have GBA/DSi support without patching, those still won't work. Otherwise, all other features are working just fine.
CakesFW Stable 138: Since it didn't have GBA/DSi support without patching, those still won't work. Otherwise, all other features are working just fine.

This update's NATIVE_FIRM removes svcBackdoor for ARM11, so homebrews that use it like gpSP and BootNTR will probably crash instead of running correctly (in BootNTR's case, it won't do the usual dump stuff). If you're using a firmware.bin with Luma or some other CFW, then you're not affected, of course.

I would guess CFWs will probably add it back or figure out a workaround soon, but only time will tell I suppose.
