You should set up a diffrent CFW, you might brick your 3ds with a sysNAND CFW not involving arm9lh.

Also PastaCFW isn't region free.

I already done this but still does not work

Have you tried cleaning the game? (And by game I mean the card that allows you to play it.) I used to have issues with a lot of cards that have a lot of dirt/dust on them that did not operate as correctly, and every once in awhile when you try starting the game up it brings an error,

Best bet would be to try and wash the game (card) carefully, and clean off any signs of dust that may be in the way.

What? He's trying to pirate a CIA on a CFW.

or it might require a higher firmware (it most likely does)
It requires the latest firmware to work
Completely forgot about that.

So setting up menuhax+rednand with Luma3DS would be an acceptable solution, if OP doesn't want to bother with the A9LH guide//setup process. The guide pretty much does cover that though, so OP could stop at the end of Part 3 of the guide. Though I would recommend to just go through with the whole guide. But it's OP choice.

Edit: Fixing typos

Why wouldn't you?
Not everyone is comfortable with messing with something that can easily brick their system, even if they follow all the steps. I have it myself, but not everyone wants to take the chance of somethings g going horribly wrong. If this person is happy with using *hax and emunand, then they don't need to make the switch

Only people who deliberately don't follow instructions, or are too proud to ask for help of they don't understand something and thus would make something up when they come across an instruction they don't understand, should have any fear of bricks. And the guide has been translated in many languages so you don't even have to fear if English is not your first language.
You're about as likely to brick as you are to electrocute yourself when you use a toaster, or get salmonella poisoning when following a recipe for roast chicken - if you're the sort of person who would try sticking a knife in a toaster, or not follow directions for temperature and duration in the oven. If you know you're not then you shouldn't be scared.
The only real reason for not doing a9lh is not wanting to spend the time which is a perfectly legitimate reason. If you are happy enough with cold bread or takeaway chicken then you don't have to do it.
