Hardware Gamepad with a weird issue

Hi everyone. Recently I bought a Wii U gamepad for pretty cheap that wasn't working to fix up and use as a backup. It arrived without a battery so I put the one from my working one in and put it on the cradle to see if it charged and it did. Then I tried to boot it up and it booted into what I can only assume is the quick boot menu from the console it was last connected to. Upon selecting anything I am met with the message that the gamepad is too far away from the console. Anyone have any idea what the issue might be? Also holding the sync button on it does nothing while it is in that menu. Thanks.

Do you have a GamePad already paired to your console?
