He never said he was trying to get free DLC. In the OP he says that he already paid for it.Are you trying to ask how you can manually install DLC using something like WUP installer? In that case, we here at GBATemp can't help you, because that's piracy.

If you buy something on Wii U #1 using XXX nintendo ID, you cannot redownload anything on Wii U#2 until you do a system transfer. Hacked or not hacked.
So in your case I had to do the following:
1. Call Nintendo and ask them to do a system transfer from old Wii U to the new Wii U using your Nintendo ID
2. Spoof your firmware on Wii U #2 to current firmware (5.5.1 as the time of this post)
3. Run the eshop fix (NNU patcher)
4. Open eshop using old Nintendo ID and redownload all your stuff.
5. Profit
