We don't know what happen, maybe his plan was release the IOSU exploit in a due time frame but other stuff get along the way, he even would stump with a technic roadblock, it's not strange in software develoment, even big game companies realize that certain hurdles are impossible to bypass and halt the development altogether, it happens alot.
