Yes Since the browser is a system applet, it's stored on the NAND, so it can only be uninstalled with FBI, since others are locked in SD-mode only.
Also, you can launch titles with FBI, so that's why it's possible to launch BBM/DevMenu without loading the Home Menu.

But is there really a need too? Couldnt I just install the file through fbi?

alright now that im ready, could you type out what exactly I should type in, in your version of 3DNUS

Just get the 0004003020009402.cia from the 9.2U n3DS update package on "that iso site", uninstall the newer browser from NAND, and install the downloaded one on NAND.
WARNING! Do NOT return to Home Menu until you re-installed the browser, or else bad things may happen!

So "0004003020009402" is the TitleID, and "10" is the version for <9.3, and "4096" is the latest. Afaik the <9.3 version may not be available, so you'll need to get it from the 9.2 update packages.

I cant seem to find where I locate the file Im supposed to be removing, Its got the same name as the one I downloaded correct?

Sweet its working, and pretty sure arcode is working, since when I had it set to load the cheat it just kept crashing the browser, which is what its supposed to do when the cheat loads

In FBI, press R until it says "Mode: Delete Title", and press L to change location from SD to NAND.

Scroll to the bottom by spamming DPAD-RIGHT, and go one-by-one, and see if Title ID is 0x0004003020009402, and press A twice to delete it, and just switch back to "Mode: Install CIA" by pressing R a few times, then find the 0004003020009402.cia file, and install it.
