Hacking DESCRIPTION_INVALID_SIGNATURE (0x6a) when installing CIAs

Setup:
N3DS USA with 9.2 sysnand and 10.5 emunand
Running HBL to start ReiNAND or Gateway

All the CIAs I have worked before without issue. Now that I've had my console hardmodded and downgraded I started getting this error message. Sometimes I got the CIAs to install by copying them over again to the SD card, one at a time. Other's I've copied over numerous times and still get this same error, even though I absolutely know they worked before the downgrade.
I've tried FBI, DevMenu, and BBM to install them. I'm currently trying to FTP the files over as I've read that might help.
If it matters, I think my sysnand and emunand are still linked. Anyone know a fix?

Updated FBI from 1.4.15 to 1.4.17 and this is a somewhat more detailed error message:

Maybe your files or your sd got corrupted? Try to redownload and install one of those cias.

Are you running your CIA installers from within EmuNAND, or booting directly into the HBL and trying to run them from there? If it's the latter, you can't do this since the HBL is being launched within SysNAND.

I had them stored on my NAS, which is where I copied them over from originally when setting up my Gateway the first time.

Good to know! I was trying it from FBI within the HBL. That explains why I'd get the error message INSTANTLY when trying to install a CIA through there. I've also confirmed booting in to emuNAND and installing using BBM and FBI within there has the same issue
Tried again a few minutes ago within emuNAND and BBM said "The CIA is invalid". If it is a "invalid signature" thing, I thought ReiNAND and Gateway both patched for those checks...

If anyone wants to try to duplicate for me, one file I've been having an issue with is Mario and Luigi Paper Jam, which can be found on some blogspot site or on some ISO site.
The file size I have is 450,255,168 bytes

You need to install them (installers) in sysnand before creating emunand or you get a error install cia's , you can copy emunand to sysnand, put them in your sysnand which also copy's it to emunand since there linked and then format sysnand

Not true. He can just inject FBI into H&S, then use that to install FBI or BBM normally. Should work. OP, try transferring the files using TerraCopy with CRC checking enabled. Also, make sure your SD is formatted to FAT32 and not regular FAT. FAT doesn't like stuff larger than 4 GB.

What is H&S? And how do I "inject" it?

I already have BBM and FBI installed in my EmuNAND, if that changes anything you are saying.

I used TeraCopy just now, the CRC's checked out, and again when installing, right up until the last couple of bytes everything goes well, then it freezes for a split second and BBM says:
Import failed. File:
{game name}
This cia is invalid.
(0xD8E0806A)
Retry (A) Cancel (B)

I'm starting to think it has to be the copies I have... I found a second copy of Mario and Luigi Paper Jam, same byte size, different MD5 hashes, and the second one worked...
I'll have to go find other copies of my other broken ones I guess.
I'll report back if that fixes the issue.

It really appears like the issue is due to a bad / corrupted CIA. Don't know how that happened, but alternate files are working now.
