It isnt a virus. it isnt ram problem. it isnt cpu problem.
Everything is fine according to task manager (I'm on window 10) and kaspersky (anti-virus)

Every 30 seconds, every single program opened get the doesn't respond status.
I almost always have to restart my computer when everything bugs.
If anyone know what the problem could be, please tell me >O

well, then ask me what you need to know more to make a diagnostic

My pc used to do that, then I reinstalled windows on it and it's fixed now.
like just reinstalling windows or reinitialize to original state (clean up everything and reinstalling windows)

Yea like that. Just have windows reformat and install windows to the user partition.

On second thought, that might not be a good idea if windows 10 wasn't the original operating system to your pc.

First, how do you know "It isnt a virus. it isnt ram problem. it isnt cpu problem."?
Does it happen to every program or some specific program?
Do you see something happening at the same time?
E.g. what does task manager says? Does RAM usage spike, or CPU usage, or disk usage?
Specially, disk throughput... what happens to it?
Does everything else freezes or stop working while the programs go into the doesn't respond status?
Do you hear any click or restart coming from the HDD at those times? (even if it is very subtle)
Are you sure you have updated and correct drivers for your software?
etc... do you remember installing something before this started happening?

It may be anything, but I go for the disk.

Three letters... U $ S (and a lot of them).
But yeah, SSD makes your day more enjoyable.

I don't know if it is that, but Activity time for the hard disk is at a constant 100%
the other board (transfer rate) doesn't show any spike

RAM : no spike
CPU : no spike

not a virus cause I scanned my whole computer with Kaspersky and it says no virus. (it may be one that isn't discovered yet, but I doubt that since : )
I didn't downloaded anything when it started. It started suddenly when I started playing a game and it's been a while I play this game (though I didn't played it for a while, I installed it long time ago)

Are you sure it's not a RAM problem? Generally I'd assume that if it were you'd be getting more than just program hangups, but it's never a bad idea to run a memtest overnight or something.

If something's constantly active on the HDD, find what's doing it - open task manager and sort by disk activity. I'd also look at some sort of tool to look at the drive's SMART data (CrystalDiskInfo is the first that comes to mind) and see if there's any obvious red flags there.

Disk at constant 100% sure is a problem and would cause that.
Why is the disk at 100% anyway... You should look into that.
Is there some scheduled backup or update going on?
(also are you sure it is not overusage of RAM and disk swapping, well I suppose you are sure)
Or perhaps it is a simple as disk with bad sectors.

Anyway, more reasons to think the problem comes from the disk, or I/O related.

bad sector?

whats are those?
Bad sector is a sector on your hard drive that has gone bad, the hdd automatically tries to relocate data, but anyway when you start getting many bad sectors everything goes slow and your disk and data are giving a final farewell signal, look into SMART data to get a clue about the disk status.
I/O is input/output to the disk, I mean perhaps you have a problem regarding drivers of your SATA adapter or problems with your SATA cable.
I remember in the old times in old Windows versions, IDE controllers with bad drivers or bad disks disabled DMA mode and it only worked on PIO mode, that was slow as hell, but that is a story for old geezers.

Just having an SSD may not always help. Failing hardware, software conflicts, clutter... All of those can slow down even the fastest computers.

@Noctosphere Hard Disk activity at 100% constantly will cause bottlenecks. If one program is constantly accessing your hard drive, all the other programs will start having issues trying to get to their files. I had this happen to me recently when I was restoring my Steam backup from my external hard drive - it even caused Google Chrome, normally as stable as a Nintendo console, to crash. You should look into what's eating up your hard disk activity, it might make your computer more bearable to use once you can find what's causing that extreme amount of data reading/writing to your hard drive. If your hard drive is clicking, however, that means that your hard drive is actually dying. You can attempt a defragmentation on it to try getting your files back together (Seach Disk Defragmenter in Start and that should get you started), but if it's dying, you might have to replace it.

Also if you want, if you don't understand what I wrote, I can try paraphrasing in French. My French isn't the best, but I can definitely try.

It is a possible cause, I would do more testing to be sure. Anyway it always is a good idea to get an SSD if you have the money.
what kind of test could I do to be sure it's bad sector problem?

--------------------- MERGED ---------------------------

Does it run like shit using Windows 7 or 8? Have you tried any live Linux distros to see if they fair any better? It could be a bad Windows install if those all run fine.
It's been a while I had windows 10, since it got released.
I don't think it'S that since I didn't installed anything right before it happens. so nothing could have affected windows

Did you test to make sure your RAM isn't bad?
