rxtools supports 2.x I believe. Not sure if it supports it via browser tho

They finally got arm9 from the browser.... next it's just getting the OTP dump payload going and we're all done

basically, yep... If you want a more in-depth explaination it's really 3ds->arm9loader->CFW
