Hacking n3DS downgrade done , but got infinity loop in system settings

it was on 9.8 , downgrade using SafeSysUpdater using ninjax

now i am on 9.2 but can't enter system sittings , i waited 5 minutes but nothing happened.
should i update to 10.3 using SysUpdater then downgrade again ?
