Thanks for registering and posting this info! If the space zapper mini game works then that means that the problem is indeed a region problem. Unfortanly i can't test it as i don't have an EUR version. Since you dumped it, you maybe can pm me the title key as this isn't known yet so i can try to find the cause of it?
I'd like the title key too, if you could. Another question, does the wrong selection still happen on your dump?
 
Using Loadiine v4 I tested loading Call of Duty: Black Ops 2 without the meta folder and it seems like the Mii Maker freezes with a white screen. Note that I don't have the meta folder yet. I also used the server to catch debug logs. They are as follows:

Since no scene release for this game exists, I dumped everything myself. I used a modified Saviine to dump the content folder (approximately 15 GB), Dumpiine for the RPX/RPL and grabbed the XML files from the XML compilation here.

you can get the meta folder by downloading a update and using the meta folder from that even if you don't merge the actual update
 
But my game is on the latest version, so now? :P
loadiine doesn't use title updates unless you merge them manually with the game.....and if you did that why did you remove the meta folder?

i.e go get the update again via uwizard and extract it and use the meta folder to load the game via loadiine

Version number? It suggested 16 but it may not be the latest, huh?
According to here, it's 144 so I'm using that (title id: 0005000E-10113700).

Alright, everything got downloaded and extracted in Uwizard. I can see a code, content and meta folder. Sweet :D
