Can I use FBI CIA to install NVER on CFW? If so, what settings do I put for it?
I used DevMenu just because the guide said so. People said if you use FBI, make sure it's set to NAND, but I'm not sure on that. Might wanna wait for someone else to reply if you wanna make sure. Does DevMenu always install to NAND? In that case, I guess that makes it obvious why FBI should be set to NAND.

Yes is use the one from that iso site.
Is your cia version the sysupdate from 01/04/2016 ?

Use the version 1.0.1 of emuNANDtool to inject your emuNAND.bin.
I tried installin that verison but it just says not enough recouces
 
Just realized it doesn't actually work for me in rxMode. Only in Gateway mode. A bit unfortunate but not an issue for me. Running the eShop app after Multi patcher just stays infinitely on the "Nintendo 3DS" screen, trying to use HANS freezes on yellow screen.

Should I go to Nintend network ID first and setup an NNID, then launch eShop?
Edit: I get Error Code: 022-2634 when I launch eShop or NNID settings.

Now I get an error saying I need to update even though I have firmware spoof activated(for setting up NNID on sysnand)

Didn't you format your EmuNAND and link your NNID already?
If you didn't, this is what you have to do (you wont lose anything at all):
1. Backup your EmuNAND using Emunand9 or the Emunand Tool
2. Copy your Nintendo 3DS directory from the SD card to your PC
3. Boot into EmuNAND, open System Settings and choose Format
4. Boot back into EmuNAND and go through setup
5. Go to System Settings and sign into your NNID (now it will be properly linked to the system ID)
6. Inject the previously back upped EmuNAND to your SD card
7. Move the Nintendo 3DS directory back

And there. Your NNID is now active on your system and you should no longer receive the error.

if you get access to the eshop can you download updates to games or can you only install updates as cia?
