I'm on N3DS XL 9.2.0.20U according to my system info, but my browser is @ 1.3.10126 version which indcated by 3dbrew is the

9.9.0-26
version, which I had on my N3DS XL before.

I also cannot get browserhax to work whatsoever, even though I could get it to work on my n3ds even after it being fixed for the longest time, but now it acts as if the dummy browser was installed as I get the "Internet Browser cannot be used at this time" message. Nor, do I play any games that have required any updates that could have installed these in the first place. How the frick did I get that?

Well it's easy enough to reinstall the browser CIA.
Cannot get into any homebrew or I would have it fixed. Seeing as I need to reinstall menuhax for the correct version, and I have ironfall but it needs to be changed to the 9.2 version.

Update to 10.3 and downgrade again with the files from specific iso site related to your console. It's possible that your file pack was missing the browser cia file.

That's a problem, I guess you could update and re-downgrade but it's kind of risky.

Unfortunately, it took like 300 tries to get the downgrade to even work.
I also have the 100% correct one:

Checked this x1505003530503 times when trying to get the downgrade to work in the first place.

That is not how MD5s work. The MD5 provided by people are for the entire archive.
People have provided hash values for all the individual cia files as well.
And you could just check them up against the verified archive's (extract it first) cia hash values on your computer.
It's foolish not to check after transferring.

I moved all my files over and it looked like they transferred cleanly, but they were all messed up upon closer inspection.
It's easy for something to go wrong in the transfer process.

A very easy way to get the downgrader to work without constant rebooting is to enter a different homebrew app for 5-15 minutes, close said app and start sysupdater or whatever one you used. Then it has a high boot rate.

I did all the black magic tricks, that didn't ever help.

Where is the post of someone confirming all the hashes are correct for each individual file? I found one post of someone patronizing someone for even going to that end to make sure, with no help to even confirm so.

They are out there, but if you can't find them simply extract your archive and get your own hash values to check against them.
That's a quick way to check for inconsistencies in the transfer.

Well like i said. You can always update and try again. But if I were you, I'd make a nand hard mod to back up your nand because of that high bricking chance. Also, when launching browserhax, try switching between the two for the n3ds on yls8's page. That's how I got mine to work after the downgrade.

I don't believe anyone has gone to this lengths based on when I search that there isn't a post besides the one I mentioned :/

I personally know quite a few people have, and I'd highly recommend it, as I mentioned my own downgrade would have been botched had I not used these precautions.

At the very least compare the FILE SIZES between what is on your disk and what's on your card.

Do what you want though, it's your unit, I was just advising caution.

Also if you refuse to play it safe, then for god's sake DO NOT USE FTP to transfer.
I've seen several people have corrupted files due to this.

That isn't referring to not playing it safe, it's that I cannot find people whom have done this by searching hashes directly from the file. I never used FTP to do it either.

I compared the CRC32s to the ones in two archives I made and they all completely match.

Doesn't matter if you use FTP or not, incomplete transfers can still happen, they are just particularly common in transferring several large files through FTP.
