Any legit CIA files from games that came pre installed on 3DS handhelds. :)
a lot of people don't know what games came preinstalled on systems and there are more eur cia files that aren't listed in the OP that work so a list update would be helpful.

If I get a "Installation Failed", am I supposed to press 'Start' and 'A' to install again? Or do I shut off the 3ds and re-enter the homebrew again?

Would that mean on/off the 3ds and re-enter FBI to install it?
Yes but with the eject trick.
1) Open homebrew launcher through Menuhax
2) Launch ftBrony and quit with B.
3) Launch FBI and quickly eject your game cartridge while pressing A at the same time.

For those who still ask.

Also, seem pressing L with this method even allow freeze "Done" to work :)

now regarding AC HHD:

Launch without update -> 3DS logo loop.
Trying to redownload it via Eshop -> Download started fine.
Once download done -> Finished properly have new soft on homemenu.
First Launch without updates - > Work fine ! <3
Launch with updates -> Launch fine.
Currently ingame now cya later XD

I played it too and AC:NL is also fun, you can change the date to spoof it (latter title, I don't know about the former)

Good idea.
AC:HHD should also be added on the EU CIA list.

With note that it should be uninstalled with FBI and reinstalled with the eshop.
