No someone can't. But why do you need them? Just boot into recovery mode and update to 10.3, or download them directly from NUS.

Can someone who updated downgraded a n3DS right a tutorial?

New 3DS instructions
(won't work for everone)

1. Download the right n3ds cia files (or extract it from the ttp)
2. Create a "updates" folder on your root of your sd card
3. Copy all cia files in there
4. Install the newest sysupdater homebrew
5. Use menuhax
6. Try to open sysupdater and try it as long as it doesn't pass step 8
7. If it pass Step 8, Downgrade by pressing Button y

Currently IM RX3D 9.2.0-20U is it safe to update to 10.3

It's pretty quick, I didn't time it but somewhere around 3 minutes.

How do I verify that the .cia pack I dowloaded isn't corrupt or anything?

The only way to do that is with KTM as it checks the cia files AFAIK. Otherwise you need to trust in the force and download the unmodified cia from that iso site and hope it checks out. I think justpingo also suggested using teracopy if youre extracting cias from the ttp files

Was 10.3, downgraded to 9.2, than used spiderhax to restore my factory NAND backup at 6.2

Now promoted my 9.2 downgraded to an emunand.
