It does lead to piracy but the main goal is downgrade first.

I think the OP deliberately worded it like that because people would still need to follow an upcoming downgrade tutorial and look for cfw tutorials already in the site and everywhere.

Then the op should say "if you want piracy look somewhere else this is purely for downgrading and won't teach you anything else" rather than having everyone ask
