Try Foobar2000 instead, he can read a lot of audio formats (even some from 3dssch as bcstm)
foobar2000 requires plugins to open these files, vgmstream is what handles most game stream formats. However, you'd have to ask @soneek about this format to see if it's supported in vgmstream.

as far as I know, repacking mca's isn't possible yet.. try to get a hold of soneek and see if he'll make 1, or make it compatible with BCM website

can u just MCA this one? http://www6.online-convert.com/download-file/75fa10676a00f3f8ea0d6f6a2544e4dd/converted-85aa350d.wav

i tried with ur tool but after encoding, it shows this error:

PATH/phyton.exe tools/mcatool.py --mhx
usage: mcatool.py [-h] [-v] [-mhx] input [input ...]
mcatool.py: error: too few arguments

any solution? probably its because is not the correct PCM / Channel / KBPs / Etc?
you need to supply the filename of the mca like
PATH/phyton.exe tools/mcatool.py --mhx foobar.mca

or jsut drag & drop it on the coresponding bat file
