I think part of the problem is that web-based software won't behave the same as a desktop version; it won't integrate fully into the filesystem, it won't necessarily visually resemble the host OS's GUI or conform to its interface guidelines, and it won't have access to the OS's APIs (except the ones which are exposed through the browser or its plugins).I'm amazed to see that web development is so underrated even nowadays. You can do very cool things. Heck, I even built a complete AC:NL savegame editor.
For these reasons I think desktop apps are preferred by many people. For small tools like this though, a web-based app is ideal as it's cross-platform and updates will be visible every time you open it
