well it had to be converted to the format oras uses and the guy who made it has no idea how to rip the music from the original ruby and sapphire roms

The compression 3DS games want are above what GBA games run at, obviously. It won't compress anything below 32728Hz, which is what the GBA's output is.
I can see what you mean, that the soundtrack runs at a higher kHz rate, but it would never sound this bad unless you used an online Youtube downloader and tried to convert that without proper handling.
Not trying to argue and I know you didn't make it, but I know this could be better.

but how would you rip the music form a gba game to get the music like its not a modern game and i don't think the rom decompress into files like x and y and oras does you could just download music from internet but it could be bad quality
