everything in bold you do not need.
pk3DS has a wild and trainer editor built in, on top of rebuilding romfs.
Once your romfs is unpacked, all you need is pk3DS and a hex editor to trim off the 0x1000 bytes.

pk3ds doesnt seem to work correctly depending on the rom however(just errored out for me)

It's not a rom chip. Rom and save file are stored on the same chip.
Read up on CARD2 cartridge type. It's a nand chip.

So you could overwrite the rom?

I would think it's a matter of changing which model the game loads for the player character. If this was on the gba I could tell you how to do it, but I don't really know anything about 3ds romhacking yet. There may be a tool that lets you do it though.

so i patched neo x into my romfs then rebuit the romfs and deleted the hex not needed but it just black screens. Idk if this is right way to do it but i replaced the a folder in it with the one Pokemon neo x and y folder provides because the video tutorial says replace the a file if you want all changes. if some one has inalled this hack on hans can they help
