I just checked, and this is happening for me, too.
Ironhax and Ninjhax work beautifully on my 9.9 o3ds, however.

missed out on both those unfortunately. I will look for temp fixes.

The eShop works on 9.9! Although, I removed the Themehax files and changed themes to prepare to update it and obviously ran into that issue since it's not ready yet. Using browserhax right now. I managed to run Fire Emblem with the new CPU clock and it's VERY fluent! 3D performance is the same as the game is in 2D, and frame drops are gone. Though the game is in fact capped at 30fps.

Anybody getting stuck when loading Ironhax on 9.9? mine gets stuck on "the homebrew ropbin is ready" and then crashes saying "an error has occurred" yes i tried updating it with the new installer and it only gives me options for 10.1

When it asks what firmware version in the installer, use the d-pad to navigate over to the right, and once your cursor is over the numbers, press down, and it should change to a 9. Same with the second version number.

i can't seem to download anything using the spoof'd eshop. I was able to buy Tri force heroes but no ways to DL it work (DL now and DL later) Anyone have any ideas on what i can do? at this point it seems that i might have to update purely for TFH... which is what smea said not to do...

This may seem trivial, but if you're using Tubehax' DNS, try changing it back to auto.
