ROM Hack Need help with running rxtools on mset

Please tell me a way to run RxTools without internet other then mset, i changed my mset since my mset is pretty messed up. I have 7.0 but i installed 4.0 mset on my 3ds, but i want to know another way to run RxTools.

You need to use themehax instead of mset
