I got signed cia files (back up files from my little brother)There will not be a devmenu on 9.9 because the 3ds can't play unsigned cia files on 9.9
FBI IS a homebrew alternative to DevMenu, it has all the same features plus some extra. But as said, you still to be on 9.2 or lower to use it.So there is no homebrew version of Dev Menu?
