So, as you may know or not, @suloku created a mod of The Homebrew Launcher with a lot of improvements. For its latest version you can create custom color schemes. All the themes are being stored in one nice XML file, so I think the best way to share them would be through copy-pasting. Like this:
This is the default color scheme. Then it can be pasted into the /3ds/themes.xml file between <theme3></theme3> and counting.
