Homebrew NDS Save Manager?

Yes, it is certainly possible since poketransfer accesses nds cart from 3ds mode. maybe not possible trough xxxhax, but I doubt it. It will happen eventually I guess. the most updated save dumping utility for DS is open source, so DS cartridges and save format won't have to be researched, only how to access the cart from homebrew.
 
all that needs to happen is instead the save manger needs to have no target app selector and simply dump the save file of what ever is in the cartridge slot the of the 3ds

NDS and 3ds cartridges are completely different, it is not as simple as you make it sound.

EDIT: I was referring to how the savegame is stored, but on second thought I only said that because I read somewhere that 3ds games have a partition and filesystem for the save files, while I think DS games work in another way.
I might be wrong.

Its Only for DS games? Crediar says DS cards and 3DS cards are using the same pinout and voltage. So teorical maybe someone can make a 3DS save mánager in Flashcard for not buying savedongle o any expensive hardware

If i understood correctly you're requesting a 3ds save manager for the original DS? How would you fit the games in?
 
Obviously 3DS cards normally don't fit into a DS.
You can either saw off the edge or open the card with a knife and
insert the board into a DS card-case
 
Well the 3ds alrready exist and dont have necesary open the cart whit a "knife" xD

If necesary create a savemanager for 3ds using the flashcard R4
