i had the same problem, i fixed it using a homebrew app

Config.cia can fix any EULA problems but it only works for 9.2 or below since it's impossible to install CIA above 9.2 for now.

In this case, he has firmware above 9.2 so it doesn't help.
And also the thread you linked has no useful information anymore since the link there only leads to a page with content removed.

i used config.csu not config.cia, not sure that can be run on firmware above 9.2 though

and yeah i noticed just now that the link i posted is dead, sorry

Yeah, that works too but in rom format. However you can't run it with Sky3DS I think (not sure) and since that's the only flashcart that works above 9.2, there's no workaround.
 
If your firmware is above 9.2, you can't install CIA. You can install DLC if you buy them.

If I play MH4U online, will I be banned? Since It's not a Nintendo game, I have more chances of not getting banned, right w

There is no countdown for when you'll be banned. You could be playing a couple minutes and be banned, you could be playing a few months and get banned. Some people are luckier than others.
The simple fact is, if you're using a public header, you're 100% more likely to get banned than if you used a private header.

Bans currently range from 2 weeks to 1 month on average.

Can't give you a % chance of you getting banned with whatever game you play.
If you use a public header, you'll likely get receive a ban eventually.
