I can't seem to find a definitive answer to my question.

Can I play any region game in the new Sky3DS (blue button) with a New 3DS XL (US) model on the latest firmware.

Sky3ds can play any region game.
Your system can only play games of its region by default. You can get around this with ninjhax 2.1 & RegionFour.

Ninjhax2.1: http://smealum.github.io/ninjhax2/
RegionFour: http://smealum.net/regionfour/

Follow the instructions on Ninjhax > Place RegionFour in the "3ds" folder on the root of your 3DS' SD card (after you download and place the files for Ninjhax on your SD)
*Cubic Ninja on Sky3ds works with Ninjhax*

So I would need to do both the ninjhax 2.1 and the regionfour together? Reading the ninjhax site, it says it does region free on its own. Still kinda stumbling with this one.

did you ever hack your wii? ninjhax is basically the homebrew channel for the 3ds. region four is one of the apps for it.

Interesting fact: The 3ds only does a region check at the home menu!

If you use the Ninjhax2 method, and load up the 'homebrew starter kit' on your sd card, then the region free launcher will be the first thing in the menu when you boot it up.
RegionFour is a standalone method for booting out of region carts. It works in the same way as Ninjhax (via Cubic Ninja scanning a qr code), but rather than launching the homebrew channel it just allows you to boot any region carts.

Long time ago for the wii. So I guess the basics are the ninjhax loads up a homebrew launcher menu and regionfour is one of the apps you can select?

So I would need to do the ninjhax first and then the regionfour second?

Once this is done (exploited)... Do I need to do this every time I turn on/off the 3DS system and want to play a region'd game?

your 100% right

It must be repeated every single time to start an out of region game (except scanning the qr code part)

Yes. But there are alternative methods for launching the homebrew channel:
either using Cubic Ninja every time (once you've created a save file though there's no further need to scan the qr).
using the persistent 'Ironhax' method (if you downloaded Ironfall before it was pulled from the eshop).
or the 'Tubehax' method, which requires a wifi connection.

ninjhax is going to be patched with the next update though.

Got any evidence of this?

So, no evidence then
Because nintendo is totally not going to patch something that hinders their eshop sales

How does ninjhax2 hinder eshop sales?
And how can they patch out exploits that exist in software already available?
Are you saying that my Cubic Ninja and Ironfall save files won't work anymore? And that the youtube app I've got installed will somehow stop working in the way it currently does, without me accepting an update to it?

Emulators?

They will patch cubic ninja and youtube to make the hack not work (just like they did with the internet browser, ocarina of time, and cubic ninja back in 9.2)

but then it's your choice to update to the newer firmware and loose your exploits after that point.

So on a reboot for each region'd game... I will have to load Cubic Ninja, create, and then QR code... And then load a game?
No, once you've done the qr code the first time on Cubic it creates a save file that when accessed will automatically load the homebrew channel - so you only need to do the qr code bit once.

lol... emulators... I don't think they really care about emulators on the 3ds - there are far more people running emulators on their android/ios devices; they're hindering eshop sales too, but Nintendos not doing anything about that.

I'm not saying that they won't at some point do something about Ninjhax, but you flat out stated that it WILL be patched in the next update and that's just speculation/scare-mongering.
