Hacking how do i convert my custom theme to a installable .CIA

how do i make my custom theme into a cia?

i made this theme and its 99.9% done. its ready but ExtDataTool and CHMM just give me a ton of trouble. from freezing to Error: [string "?"]:91: error writing file, to faulty looping. im not sure if installing themes will fix it but it seems like a good idea. and plus it would be a more professional way to distribute themes.

Heres a thing i made 5ever ago for my CFW that lets you make custom theme packs

tl;dr:
themes are stored in data folder, edit text files for description, edit the icons, and lastly, to compile more than 4 themes, edit the batch and add another cfa to the make rom line.
(i.e -content New4.cfa:4:4 -content New5.cfa:5:5 [...] etc)
I think the max is 40 themes for this one

[CIA WARNING] Common Key could not be loaded, CIA will not be encrypted
and 3ds dosent want to install it.
does this need a nand.fat16.xorpad by chance because that i have. a slot0x25KeyX.bin i do not... and i hear that slot0x25KeyX.bin is not required for 9.x...idk

I've only successfully installed my cia packed themes using Reinand.
Gateway has a problem with it / them, likely due to the lack of encryption error.

That may be a quick fix around the issue but I'd like to fix it instead of avoiding it. My primary is gateway mode and I only use reinand for gba and I learned that gba doesn't "run" in emunand anyway but in the sysnand. I need to figure out what that error is. Where do I get a common key..
