Its most likely possible to change the mayor picture.
Any idea how? The RAM tool gathers it somehow

Nooooo! Remove that! We don't want kids to get ACDickPicd. Or anything like that. I once met an 8 year old, didn't even know how to spell much, didn't know much about the game. It would make Nintendo go nuts if this info gets out, please erase that info before some idiot does something CRAZY with it.

Hey people, I wanna change the name of my 3rd playable character, as well as maybe their appearance. Help me, someone who knows little about hex editing, figure out what do? I've got the SpiderHacks stuff going for my town, ram dumps and all that, and I've also just installed Cygnus for it. So yeah, what do?

Try NLSE.

Drop your RAM dump into the window, and when you're done [Export RAM].
 
Definitely not working. The file is 768 KB.
Try trimming off the end with a hex editor to the 0x80000 size. Looks like yours is the second variant of the RAM dump which NLSE doesn't recognize:

const VALID_RAM=[
0x080000, //524288
0x0c0000, //old size ***********************
0x121000, //1183744, LeafTools dump size 1
0x130000 //1245184, LeafTools dump size 2
];

I can modify the program's source to accept these other variants... done.

Kaphotics, how do I change the color of my town hall? The option to change town hall colors is greyed out for me, so it won't let me change it.

The research google doc implied that changing it required all other instances to be changed as well (which I'm not sure is required). I've changed the release (08-22-15b) to re-enable that. Dunno if it will work though.

edit: be sure you're dropping the file into the program when it's running, not dropping it on the .exe

I don't know if it's only me but, with the new release, when I drag and drop the file in the program nothing seems to happen. I don't know if something happened or if it's only me though.

Also, last thing, is there a way to edit the grass wear yet?

Okay, I changed the region on the Ram dump with Neokameks save backup tool. It destroyed the save. Although, the signs did change, it is very dangerous to do this. Trying to save will cause a crash, but, it will still say "its a new day blah blah" and save. Thus corrupting something in your file...

What are you trying to do? If you're trying to inject someone elses ram into your game then it will always say "Rise and shine, it's a new day etc" unless your game's date is the same as the ram's date.
Changing the home region of a ram will only change some translated text, so for instance if you injected a japanese ram into your game then the mainstreets names and signs would be the same as the japanese version (i.e Club LOL would be turned into Club 101).

If your save file has become corrupt then start a new game and inject your back-up when you clear the beginning dialogue.
