You can download the update through 3dnus and then install the cias you got with a cia installer.

0/ create emunand backup with emunand tool
1/ Put in '9.5.0-23' as title id and USA/EUR/JPN as version and check New 3ds.
2/ download
3/ put folder on 3ds' sdcard
4/ install through cia installer (I used bigbluemenu)
5/ reboot. done.

it did install, but after launching super smash bros it froze with a black screen when you select amiibo.
