I have a question about one of the Powersaves 3DS codes for Xenoblade: The code for Double EXP, do I have to re-enable each time I level up, or is it a permanent code? Thoughts appreciated :)

If you read the note on it (just hover the mouse over to the code), it literally tells you that it doubles the current amount of EXP you have and that's it. You don't get 2x EXP every time you kill an enemy, visit a new place, complete a quest, etc.

I am not sure if that code would be useful if playing game on GW: Lets say I use the code and play further in game. If I want to use the code again, I would have to re-export game to GW, unless there is way to transfer save from GW to retail cart?

Given that with even a normal playthrough and fairly limited amounts of grind, you will hit level 100 long before the end of the game, I probably wouldn't even worry too much about EXP gain. AP gain, on the other hand... but then again, it depends on what you want to do. You absolutely do not need to be max level to finish the main story, and if your goal is the optional superbosses, levels alone will not help you, since you are capped at 100.

The codes I have been using are Max Cash and Max AP for Shulk. Would those codes be enough to get me through most of the game?

AP, sure, since AP gain is hard to come by. Cash very quickly becomes completely irrelevant. You will unlikely need to buy any equipment after you leave Colony 9.
